A Derelict terminal just gave me "Extension Garrison Access Intel", but there are no Garrisons in Extension that I've ever seen. :)

Yes derelict intel is sometimes "useless," that's not even the only case! :)

But intel also includes allowing you to confirm that something does not exist in a given area.
