So here's what happened.
I got my Transport Network Coupler so I can see every transporter on the spot. Then, at one terminal, I stupidly hit the Transport Status hack which is a big waste. But after looking at the result, here's a strange thing. One of the transporters isn't at the same tile as the hack's revealed coordinate. Either the Transport Network Coupler is pinpointing the wrong location, or the hack pinpointed the wrong location (or possibly both). See screenshot below.

This isn't a bug, it's a normal thing with intel systems. Intel is not dynamic, so it only points to the last reported location of whatever it indicates. The Hauler had since moved one space.
The bug is that the moment I finished the hack, I closed and inspected the haulers' locations and intel. I didn't perform any action.
It's still not a bug, though, because in that case it's your Network Coupler which is lagged by one turn. This can happen because all sensors are lagged a bit and don't always show the exact location of what they're detecting, because they only detect on game turn counts, which don't match up precisely with robot movements.
So here it must be the intel which has the correct position then :P
Then the Network Coupler is useless! >:[
